Small infractions like traffic offenses and city ordinances are typically strict liability. The police only have to prove that you were traveling over the speed limit, for example, not that you did so intentionally or accidentally. Strict liability lessens the proof burden of the government actor but subjects violators only to relatively small fines. For greater punishment, authorities must prove violations with commensurate criminal mental states.
