abbv. Issue, Rule, Application and Conclusion. Law students are instructed over and over again to identify “issues” in a particular incident or dispute. They are then to cite the pertinent “rule,” statute, common law or other pertinent legal standard. They then must “apply” the standard to the facts and then state the “conclusion.”
